Procurement Specialist

The City of Stockbridge in Henry County is seeking a full-time Procurement Specialist. Stockbridge is a diverse city of approximately 26,071 residents located just 15 minutes south of Hartsfield-Jackson Atlanta International Airport. The city operates with a staff of approximately 70 full-time employees and a combined operating and capital budget of $22 million. The City serves an area of 13.31 square miles. The City is financially healthy, has no city property taxes and is funded primarily through local option sales tax revenues and other tax revenues and fees.

This is an administrative non-exempt position responsible for assisting in the procurement of goods and services needed by the City using competitive bids and to provide technical assistance. This position will be responsible for performing all aspects of formal and informal procurement and contract administration activities related to the acquisition of goods/services, commodities, equipment, technology, and services for the City of Stockbridge. This position reports to the Procurement Manager. 

Major Duties:

  • Drafts and sends contract renewals using provided templates. Ensures timely execution to avoid disruption of service. Performs levels of purchasing & contracting activities associated with requests for commodities services.
  • Provides daily strategic consultation to facilitate procurement & contracting decisions, project planning services, development of requirements, scope of services for all related projects.
  • Performs procurement efforts utilizing statutory guidelines policies, procedures, best business practices.
  • Interfaces organizational levels to accomplish City procurement & contracting objectives with goal of optimizing procurement challenges, implementing process improvements / initiating cost savings measures.
  • Develops solicitation documents to include: Invitation to Bid (ITB); Requests for Proposals (RFP); Requests for Information (RFI); Requests for Qualification (RFQ); and other solicitation documents.

  •  Coordinates & facilitates all project meetings, helps prepare evaluation criteria & processes / advises project teams on acceptable processes coordinates other formalized process activities required to complete project requirements.

  • Performs formal bid statute guided processes such as: advertisement, schedule & addenda posting, bid opening, evaluation, tab preparation, notification of award, approve requisition.
  • Writes and evaluates specifications and invitations to bid.
  • Performs other duties as assigned.

Work Environment:  The work is typically performed in and outdoors. 

Physical Demands:  The work is typically performed with the employee intermittently sitting, standing, walking, bending, crouching or stooping.  The employee must frequently lift light and heavy objects, equipment and materials, climb ladders, and use tools or equipment requiring a moderate degree of dexterity.   Must be able to lift 10 lbs. or more.

Minimum Qualifications:

 Bachelor’s degree in business or public administration, economics, marketing, supply chain management, accounting or closely related field supplemented by three (3) years of experience in governmental purchasing or public finance; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job; must have excellent written and communication skills, must have knowledge of contract administration and vendor management related to the purchasing/procurement function.  Must be proficient in windows-based applications including Word, Excel and Procurement financial systems. Must have a valid class C Georgia driver’s license. 

SPECIAL CERTIFICATIONS AND LICENSESNone.  CPPO, CPM, OR CPPB certification desired

SPECIAL REQUIREMENTS:  Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Salary Range:  $43,083.45 to $54,931.39)

Hiring salary will be competitive based on experience and qualifications, including years of experience in public procurement. The City offers an excellent benefits package, including 100% paid employee only health benefits, 100% paid pension and no social security taxes. Residency in the City of Stockbridge is not required.
